What are the planning issues in regional Victoria and how can policy and planning support sustainability and liveability in regional areas? This event brings together academic, policy and industry experts to discuss pathways and opportunities for planning in regional Victoria.
MSD Planning Talks are public events to discuss a sustainable future for Victoria.
After nearly 20 years in academia Julie returned to local government as a Strategic Planner. This transition has provided interesting observations about the imperatives for regional and rural planning as well as the continuing challenges for achieving better outcomes.
Dr Jonathan Spear
Jonathan is Infrastructure Victoria’s Chief Executive Officer. He leads the organisation’s work on Victoria’s 30-year infrastructure strategy, research program and provision of independent advice to the Victorian Government. Before joining Infrastructure Victoria in 2015, Jonathan held senior executive roles with the Victorian Government Department of Premier and Cabinet, Department of Justice, Victoria Police and Slater and Gordon Lawyers.
Rayna Fahey
Rayna Fahey is the Executive Director of Prosper Australia. With a background in public policy, agriculture, the arts, small business, and community development, Rayna is passionate about reform that supports sustainable communities. She lives in regional Victoria and knows first-hand the challenges of wealth creation and resource allocation between cities and regional areas.
Patrick Fensham
Patrick Fensham MPIA (Fellow) is the President of the Victorian Division of Planning Institute of Australia and Principal & Partner, National Lead Urban Policy & Governance with SGS Economics and Planning
Patrick works to address social disadvantage and find solutions and innovations to policy challenges and issues. He specialises in metropolitan and strategic planning, infrastructure planning and funding analysis, cultural development, regional and community economic development, development feasibility analysis and facilities audits and planning. His contributions to metropolitan and strategic planning over many years in all the states and territories of Australia include economic and employment land studies; housing and residential market analysis; and analysis of potential growth scenarios for various levels of government.

Assoc. Professor Hyung Min Kim
Hyung Min Kim is Associate Professor in Urban Planning. His research interest covers land and housing policies, spatial dynamics of cities, and regional development. He teaches a Rural and Regional Planning subject.
