Enabling Volumetric Modular Construction in Australia’s Living Sector: Policy and Governance Innovation 

Volumetric Modular Construction (VMC) has demonstrated significant potential to address this challenge through accelerated delivery timelines, enhanced quality control, and reduced costs. However, the technology's full potential remains unrealised due to governance frameworks that have not evolved to support ethical and effective deployment of modular construction.
To respond to these challenges, the project aims to deliver three critical outcomes: first, evidence of VMC's opportunities and challenges in application across the living sector; second, identification of regulatory barriers with specific reform recommendations and governance innovations; and third, proposals for innovative public-private partnership governance models specifically designed for VMC-based social and affordable housing delivery.
The project strengthens the industry's capacity to meet Australia's growing housing demands while improving urban sustainability outcomes. For the community, these improvements directly contribute to addressing Australia's housing crisis by supporting the delivery of 1.8 million new households needed by 2033 while ensuring better housing quality, affordability, and sustainability.
